The killing of unarmed 18-year-old Michael Brown, in Ferguson, Missouri, sparked national debate on race and the use of deadly force by police in the United States. Roughly 400 people are killed by officers each year in what the FBI calls "justifiable homicide by weapon." As Alba Morales, a Human Rights Watch researcher, wrote in response to the shooting and the racially-charged protests that followed, "communities throughout the U.S. have long voiced concerns about the use of excessive force by police." She added that "incidents like these disproportionately involve black men."
