Will DC’s pot laws grow the black market?

Last November, an overwhelming 70 percent of DC voters said yes to legalizing pot. Under Initiative 71, an individual can now legally possess up to two ounces of marijuana and grow up to six plants at home. But they can't buy it or sell it; they have to grow it, be given it or give it away. Some are concerned that this legal limbo will just flood the underground with more herb, with no bump to the city's coffers. Christof Putzel reports.
