Are Indiana police sabotaging attempts to contain the HIV outbreak?

Under Indiana law, anyone found with a needle without a legitimate medical reason faces up to three years in prison. "We had to use the same needle over and over again," said Kevin Polly, an addict, who recently tested HIV positive. "You just couldn't find them." In an attempt to contain the HIV outbreak, the state opened a needle exchange. But local law enforcement is still confiscating clean needles, and have made at least one arrest for possession of a syringe.
