Is the University of Montana the ‘blueprint’ for sexual assault response?

When Kelsey Belnap reported being raped by four University of Montana football players, the police told her to keep it quiet. A few weeks later, they closed her case. That could have been the end it – but a string of sexual assault incidents involving Montana football players led to a Department of Justice investigation into how the university and local law enforcement handle rape cases. What followed was a complete overhaul of school and local policies – and what could be a "blueprint" for the rest of the country.
