Last year, Maryland ruled that possessing anything less than 10 grams of marijuana was a civil offense, like a traffic ticket. Fourteen other states have also decriminalized small amounts of the drug. But that means many are left paying the price for something that is no longer a crime. Adam May explores how the war on drugs has impacted Baltimore, and the state's controversial effort to undo it.
