New Mexico fights rules that let cops seize cash and cars
In 2010, Stephen Skinner and his son were traveling from Chicago to Las Vegas, where they planned to help his sister renovate her home. They were planning to do some gambling, so they carried $17,000 in cash. In New Mexico they were pulled over for breaking the speed limit by a few miles an hour. The police took their cash and their car. The Skinners found themselves subject to the controversial practice known as civil forfeiture, in which innocent people can lose money and property to federal or local officials. In this excerpt from America Tonight, Lisa Fletcher reports on how billions in cash and property have been seized from people who were never charged with a crime.
