Even a decade after the storm, abandoned and dilapidated homes can be seen across all of New Orleans East, a suburban area just outside the center of the Big Easy. Resident Dawn Hebert says the homes are like this because they’ve been neglected for the last 10 years, lowering the value of the entire area. In this excerpt from America Tonight, special correspondent Soledad O’Brien explores why some areas of New Orleans are back better than ever while others still lag.
