The vendor of Washington, D.C.'s traffic enforcement cameras has been accused of altering their placement and cropping photos to make it harder for drivers to fight traffic citations. The Metropolitan Police Department said it controls camera placement, not the vendor, American Traffic Solutions, and that the photos are not altered to crop out context.

Drivers caught by the infrared cameras receive tickets weeks later, accompanied by closely cropped photos. Previously, D.C. motorists have been able to use other elements in the photo to fight speed camera violations, such as other cars or road markers.
