Is 'stop and frisk' street harassment?

New York City mayoral candidate Christine Quinn launched a new street harassment app today. Twitter users who oppose the controversial 'stop and frisk' practice are concerned that the app will lead to an increased employment of the policy across the city.

The app, a partnership with nonprofit Hollaback!, allows users to report when, where and how they experienced street harassment. The reports will go to a database, the city council and the mayor's office.
