Members of the Lower Price Hill Community Council in Cincinnati have voted to ban a needle exchange program that would provide new syringes to drug addicts in exchange for used ones. The vote follows similar measures in neighboring communities to limit the Cincinnati Exchange Project's citywide operation.

The goal of the program is to provide addicts with clean needles in order to minimize the spread of infectious diseases such as HIV/AIDS and hepatitis. During the council meeting, Adam Reilly of the Cincinnati Exchange Project said the syringe exchange is part of a three-step program.
