Zilinskas, Ph.D., directs the Chemical and Biological Weapons Nonproliferation Program at the James Martin Center for Nonproliferation Studies, Monterey Institute of International Studies, in Monterey, California (which is a graduate school of Middlebury College). He is co-author of The Soviet Biological Weapons Program: A History.
